MINUTES         REGULAR MEETING
MADDEN ROOM     TOWN HALL       September 3, 2013

ROLL CALL
Members present:        Chairperson Virginia Macro, Sandra Jeski, Gary Pitcock, Walter FitzPatrick
Members absent: Peter Jennings
Alternates present:     Louise Evans
Alternates absent:      Caroline Taylor, Katherine Foley

CALL MEETING TO ORDER
Chairperson Macro called the meeting to order at 8:27 p.m. and appointed Louise Evans to sit for Peter Jennings.

PUBLIC PARTICIPATION

APPROVAL OF MINUTES OF PREVIOUS MEETINGS
Motion to approve the minutes of the Public Hearing of July 2, 2013 was made by Gary Pitcock, seconded by Walter FitzPatrick. The motion carried unanimously.

NEW BUSINESS

After discussion of the St. Cyr/Cohn Application for a COA including a review of the stated need for the driveway and the drawbacks to the district, the following motion was proposed:
  •   Motion by Commissioner Jeski to deny the application of Cynthia St. Cyr and Jean and Robert Cohn for a Certificate of Appropriateness for a new blacktop driveway entrance at the corner of the properties at 47 Ferry Lane and 35 Ferry Lane, based on information from the applicants regarding cutting through the embankment and building a stone retaining wall, which would be incongruous with the character of the East Windsor Hill historic district. There are no similar features within the district, and it would be an intrusion into the natural environment, compromising the historic setting of Ferry Lane.  The motion was seconded by Commissioner Pitcock and carried.  The vote was: 4 yea – Commissioners Macro, Pitcock, Jeski and Evans; 1 nay – Commissioner FitzPatrick.
OLD BUSINESS
  • Chair Macro reported that we were granted the funds for the final phase of the Historic Resources Inventory, but that the check has not yet arrived from SHPO.
  • Commissioner FitzPatrick reported on the current status of the Demolition Delay Committee. The delay on 1147 Main Street has expired, the HDC wrote a letter requesting a delay on the newest demolition permit filed for 1468 Sullivan Avenue, and there is also an application pending for a tobacco shed on Governor’s Highway on the west side of route # 5. No demolitions have taken place at this date.
  • The Chair apologized that the revision of the COA Application Instructions has not been completed.
